The wading and swimming pool is fully accessible and special accommodations can be made with coordination of staff. Public and private transportation is available to and from the facility. The staff is trained in inclusion to support the local community. The staff is happy to help any patron with questions about services and/or accommodations. This recreation center is one of the busiest in Virginia Beach, but will fully accommodate and respect individuals with disabilities. Therapeutic Recreation Programs offered specialized programming for individuals with disabilities such as fitness, swimming, ability building, social integration and community inclusion programming. Half of their programs are located in the Kempsville Recreation Center, and the other half are dispersed throughout the other recreation centers or within the community. The Therapeutic Recreation Unit is housed out of Kempsville Recreation Center.

Therapeutic Recreation Programs is a unit within the Virginia Beach Parks and Recreation Department. There is an Inclusion Specialist that writes individualized accommodations for participants in registered programs. The agency offers two types of programming available for individuals with disabilities.
